Expected Results
The expected results consist of three main parts:
The partners will determine the non-technological obstacles and barriers on different European levels and their effectiveness on the market partners.
The partners will deliver a complete analysis of regulations in the EU member countries concerning the utilization chain of biomethane. The analysis includes a determination of leaks in legislative and technical regulations and will give recommendations for additions and modifications of these regulations to increase the biomethane utilisation.
For the removing of the determined obstacles and barriers a road map will be elaborated, which will include
- recommendations for implementation and adaptation of legislative and technical regulations
- an information and education program related to the different state of knowledge in the population
- a dissemination plan of successful projects of biomethane distribution and utilisation technologies
Direct outcomes at the end of the action
The outcomes at the end of the action can be divided into the following main groups:
- Models for the evaluation of technology chains from biomass over biomethane production and transportation to distribution and to the polygeneration of power, heating and cooling
- The identification of non-technological administrative obstacles and barriers in the utilisation of biogas for power generation, heating and cooling purposes.
These includes especially obstacles and barriers resulting from
technical standards and instruction
legislative rules and legal instruction but also from
insufficient experience or knowledge from partners within the added-value chain of biogas distribution
insufficient financial funding for establishing biogas production and distribution
These hindrances will be analysed by their priority and influence on the market partners - Based on this analysis recommendations will be given to legislative acting or rule establishing bodies in the EU and their member states. These recommendations concern technical regulations as well as legislative rules and market control measures
- A communication and dissemination plan for information and education the target groups
These outcomes will be elaborated with respect to different developments in the European member states
